Authorised stablecoin issuers

MiCA calls a stablecoin pegged to one official currency an e-money token (EMT) and one pegged to a basket of assets an asset-referenced token (ART). Issuing either in the EU requires authorisation — EMTs may only be issued by banks or electronic money institutions. 23 issuers with 39 notified tokens are in the register.

What this means for the stablecoins you use

Since MiCA's stablecoin rules applied on 30 June 2024, exchanges in the EU have had to delist tokens whose issuer is not authorised — which is why USDT is no longer offered to EU clients by many platforms while euro- and dollar-pegged tokens from authorised issuers are. An authorised issuer must hold reserves, give holders a redemption right at par and publish a white paper approved by its regulator.

The register shows the issuer and its white papers. It does not tell you how the token trades or how the reserves are invested; for that, read the white paper linked on the issuer's page.
